Shilda Frost-LaBule is the President of Second Family, Inc., a non-profit dedicated to providing high-quality care for individuals with exceptional medical and developmental needs. A Registered Nurse with over 40 years of experience, Shilda founded Second Family in 1998 to offer 24-hour skilled nursing care in a family-like setting. Her journey began as a missionary, serving in Haiti, South America, and Africa, which inspired her lifelong advocacy for underserved communities. A former foster parent, Shilda adopted two medically fragile children. She remains a passionate advocate for equity, social change, and leadership in caregiving, transforming countless lives through her compassionate vision.

Dr. Felicia M. Goss


Dr. Goss is a college professor and federal contracting officer’s representative. She holds a PhD in Psychology, a MS in Conflict Management and a BS in Education. Felicia is a Life member of Alpha Kappa Alpha, Sorority, Incorporated, and a sustaining member of the Junior League of Richmond.

Felicia has lived all over the US and Barbados, but Brooklyn, NY will always be home. She’s the oldest of 3, the mother of 2, and the favorite aunty to 8 nieces. She enjoys traveling to different places to buy fabric to feed her sewing habit.

Dr. Guillion is a distinguished IACET Accreditation Commissioner and Consultant, Education Consultant, and Diversity Advocate with expertise in English Learner and special education, accreditation, and disability compliance. As the owner of Assertive Transitions – Work LLC, she helps organizations

achieve ADA compliance and operational excellence. She is dedicated to advancing educational quality and workplace accessibility. Dr. Guillion earned her Ph.D. in Education from Walden University, an M.S. in Educational Administration and Human Resources Management from Trinity Washington University, and B.A. in Special Education from Xavier University of Louisiana. She has Silver Star status in Alpha Kappa Alpha Sorority, Incorporated.

Even though Tracey has worked in corporate America, her joint spirit is entrepreneurship. Tracey is the

Shawn A. Millin, a native Baltimorean and graduate of Morgan State University, Baltimore, MD where she received a B.A. in Political Science and a graduate of Coppin State University with a M.S. in Criminal Justice Administration (Public Administration concentration.) A highly experienced public policy administrative leader, facilitator and organizational and performance improvement professional. Shawn is a lifelong public service professional with over 20 years experience as a federal employee and 5 years a federal consultant. Shawn is a member of Alpha Kappa Alpha Sorority, Inc. currently the President of the Alpha Beta Gamma Omega Chapter, serving the Eastern Baltimore County Area.
